I had filed complain of ragging in police station. To prevent reputation of the college Dean sent a letter to police stating that I am not mentally fit. all my rights are hence curtailed and same is informed to me by police in written. what to do?

Under RTI one can only seek the information as existing in any material form with public authorities and then may use them further. You may file two RTI applications. One with the police department seeking the said letter received from the Dean, file noting and all other documents connected with your case in their record. Second application may be filed with college authorities seeking a copy of the Dean’s letter written to the police department, the relevant documents on the basis of which the Dean made such conclusions and all other documents connected with your case in college records. You can seek information from college only if it is government or aided college. Remember both these authorities can not refuse information to you as it is your own case. Thereafter information obtained as above can be further used like police department be approached with documents received from college which prove that the letter written by the Dean had no basis.

If there is no response from PIO on my application, what should be done?

When there is no response from PIO within 30 days of application, it is a situation of deemed refusal and you should file first appeal.

Some public authorities have prescribed their own applictaion format. To expedite the matter, it is advisable that the request application for information is filed in the relevant application form. You can ask the public authority for the same. In case the public authority where you wish to apply does not have such a format,you can apply in your own format. You application should contain your name, contact details, details of information sought and details of application fee being paid. contact us again for any further clarification.

whether coop banks and credit societies controlled by government under Coop Act are public authorities(PAs)?

These are self-governing institutions, governed by their own by-laws etc. If any such registered society has received any government assistance e..g. funds, land, grants for various purposes etc then these organizations become public authorities. If no such assistance has been received these are not public authorities. However, there is scope of getting some information even then. Such organizations have to submit annual returns to the Registrar of Co-operative societies and in case of banking, to RBI. All such information can be accessed under the RTI Act.

I apple in RTI application to the Reliance infrastructure for some information but they send to me letter as under "the said RTI Act is not applicable to the Reliance Infrastructur ltd. Sir what to do where i take matter? plase advice me

The company Reliance Infrastructure Ltd is not a public authority under the Right to Information Act and therefore not obliged to provide any information under this Act.

as i understand your query is that can information be sought about non government persons under RTI. If this is correct, to a limited extent it can be obtained. Full facts are required to give a specific answer.
